What brings about the best creations in fashion. Is it the need to create something that is not there for a practical use or it just divine inspiration.

Yes but neccessity is the mother of all invention as they say. I would say the majority of designs come about because there is nothing like it out there. There was a need for it and it was not out in the market so someone designed it.
