It could be when someone goes all out for fashion whatever the overall look perhaps? Some people can overkill a look. Less is more in my book...but hey....I'm only a Stylist?

Other than that the person may need to be de-bugged with a spray!(joke)

Fashion Bug is a clothing store found mostly up north that is full of tacky clothes.
