I'm not really sure what the name itself means, if anything, but it's the name of a character from Angel Sanctuary. Inorganic Angel Rosiel, twin brother of Organic Angel Alexiel. I'm guessing the "iel" suffix means "of God" as in other angel names in Juedo-Christian writings.

Rosiel's very narcissistic and wants everyone to acknowledge how beautiful he is, especially his sister, who is the only one who won't. He's also insane.

Not sure why I chose that name in particular, but there we go.
