I see Greenday and Blink as more rock than anything else. Its not really the slit my wrists, everyone deserves to die music that you hear from other "EMO" bands.
I think new Blink 182 is emo, old Blink 182 is more punk rockish I guess..
Not that familiar with Green Day though, so I couldn't tell ya there

Old Green Day- definitely not emo
New Green Day- Questionable, but probably not
Blink 182 - Yes... Kinda.. erm, no. Blink 182 is debatable.
Green Day - Yes. He wears black eye-liner for god's sake, and all the little emo's running around wear green-day hoodies.

Blink 182 - Ughhh probably not, maybe a little, but I hardly doubt many people cry over blink's music. They seemed more punkish then emo.
Green Day - There old stuff, not really. Maybe there new stuff, but I haven't really gotten into any of it.

I'd say that, before they broke up, they were becoming more and more emo. The self-titled CD is pretty different from what they used to play.
The same goes for Green Day I think they're just taking it slower.

I really dont consider either emo at all, I mean sure green day wears black eye liner but that doesn't have anything to do with music.
Old Green Day: Punk/Rock
New Green Day: Pop Rock/Punk/Alternative
whereas.
Blink 182: Pop Rock/ maybe a little punk.

Blink 182 - I'd say too close to Pop-Punk.
Green Day - Old; no, punk. New; no, too political. But then again what punk isn't these days? Or for that matter, most new meaningful music.

I will abuse this link until the day I die, but it's the honest truth:

that's emo.
Green Day and Blink are nowhere near emo. They're not even near nu-wave emo. Both have become power-pop bands. They both used to be pop-punk bands. That's what happens when pop-punkers hit 28/29- they finally realize that they can't make sex jokes anymore and they grow up to being power-pop bands- less energetic, more thoughtful, but still not very complex.
Best power-pop band ever: Fountains of Wayne. Hands down. Old schoolers would say Dinosaur Jr, cause they practically invented the style, but I'm not old school enough to appreciate it as much as they do.

My fellow Tulsan has it right, Green Day, and Blink are nowhere near emotional post-hardcore.

Fountains of Wayne = Awesome. And 'nuff said about Green Day & Blink - straight up pop punk/power pop, cut and dry.
